Shut off gas and electricity?

When I evacuated, I turned off my gas and electricity outside.  Did others do this?  If the fire burned into town, would they shut off electricity to the whole town as a precaution?  To protect fire fighters?  How about gas?

Fortunately we were only gone for a short while, so having the electricity off didn't cause problems with the fridge or whatnot.  But I wonder if it was necessary to turn off.  Gas was no problem.

I live in an apartment complex and I did not turn anything off. I was just worried about getting out. However upon our return, we noticed that the pilot light was out on the water heater. It was turned back on and there were no problems, but I did wonder what happened to make it shut off? Maybe a neighbor shut off the main valves to everyone's unit before leaving...
