Title: Question about CERT activation

I thought CERT members could not self activate or operate "under color" of CERT authority without activation.

There was at least one CERT member wearing his CERT vest to direct traffic on Halloween night.

Is that allowed? Or was CERT activated?

CERT can only be activated by the County Fire Department.  At least that's what they teach us!
