I have a question...When our Governor declares a "State of Emergency" does he do so because the state needs extra money or resources to help fund the rescuers, fire dept etc...? Please dont think Im dumb.I just wasnt clear of the answer when my son asked me..Thanks ;D

Everafter.. don't you just hate it when your kid asks a question you don't know the answer to? You're supposed to know everything.
From my scant knowledge of this issue, when a "State of Emergency" is declared that frees up federal resource$$$ to deal with the situation and also FEMA funds for victims of the emergency. There are likely guidelines or requirements that must be adhered to.
This is a good teaching moment to show your son how to look up these questions on google. Let us know what you guys learn.
