Title: "Highway 39 (Azusa Canyon) closure puts damper on Labor Day plans"

So...if the general consensus is that the Forest Service doesn't have the staffing to handle a typical summer day in Azusa Canyon, let alone Labor Day, should access restrictions take place on more than one weekend a year?
