You have probably read that SBSO is transitioning to a P25 Encrypted system, and that should have happened on 01 Feb 18. But in monitoring the system via the fill-in channels, SO traffic remains analog. It will change to P25 encrypted eventually, and likely fairly soon. In talking to folks who work with our County system, it does sound like Law channels will be digital P25 encrypted, while Fire channels will just be digital P25. But for today, they are in the clear and analog.
There is an activity associated with the 800 MHz County system called Re-Banding. I won't go into the details, but Re-Banding can be found online. But what has taken place in our area because of Re-Banding, is that the fill-in repeaters have changed frequencies. So, until the system moves to digital P25 or digital P25 Encrypted for Law channels, you can still monitor both with your conventional analog scanner. Here's what is available today, 28 Feb 2018:
852.1875 LAW-B (1-DC-1) Frost Peak
852.8625 FIRE-B (1-FIRE-1) Frost Peak
151.1525 BDC V3 (1-FIRE-1) Quartzite Mtn
Once LAW channels actively become P25 encrypted, the LAW-B fill-in repeater will not be usable.
FIRE-B will eventually be digital P25, so the channel will require a digital P25-capable receiver/scanner.
It's not clear if BDC V3 will remain linked to 1-FIRE-1. Traffic on 1-FIRE-1 will be digital P25. BDC V3 is an analog channel. So the County will either stop linking to BDC V3, or link the undigitized audio to BDC V3. I do hope it is the latter, but hope is not a plan.
For today, you can use these three channels to monitor both LAW and FIRE in San Bernardino County.
