What is sad and VERY scary, is that this should never have been a problem. Public Safety agencies are not downloading cat videos or other nefarious websites.
WRT the Mendocino Complex fires (the Ranch and River incidents), CalFire is providing links to the Mendocino, Lake and Colusa County Sheriff's Facebook pages for information. So yes, the agencies are using Facebook, but to disseminate important information.
Living in the Sacramento area, I haven't yet found a resource like the weekly Disaster Preparedness amateur radio net, or WWCalif.com for timely information. Can you imagine losing these resources during the Blue Cut fire?

Listening to KNX yesterday, there was a story about this where they quoted a fire official saying that they had "consumer" cell plans for budget reasons. The unlimited unthrottled plans cost more.
I'm not defending Verizon, but they should have made sure that the Fire Agency in question knew that there were limits, and the Fire Agency should have made sure Verizon would serve the critical needs.
In the same story, Verizon is working on adding plans that are affordable for smaller agencies that won't throttle. They're also planning on bringing COWs* to fire areas.
(* A COW is a "cell on wheels")
