Blocking of a private road

Agape_is_love:
Someone installed parking curbs on the lower part of Mockingbird near Mill Circle. I know that is a private road owned by KJRT LLC corporation but is it even legal? If a vehicle gets damaged, or someone is injured because of it can't they be liable?
