IMO, I was at first against monument status. However with the forest being slow close to such a large population of humans the forest needs all the regulation and help it can get. So I guess I'm all for it.

Bob it appears that article was before the Governor signed the legislation:
California will begin to regulate groundwater under legislation Gov. Jerry Brown signed on Tuesday, Sept. 16, a historic change that could lead to restrictions on pumping in some areas to prevent aquifers from dwindling and wells from running dry.
