Is it just me, or has SBNF waited about as late in the year as possible to do this?
It'll probably snow/rain as soon as they stage equipment.

They probably just got the monies "obligated" from FY 08 funds.  The federal fiscal year runs from Oct 1 to sept. 30.  What happens is congress fiddley farts around and doesn't get a final budget out until well into the fiscal year.  Then contracting gets slammed as everyone who had projects and doesn't know if they were funded or not throw their projects to contracting officers now that they know it is funded.  So contracting scrambles to do 12 months of work in about 3-4 months and get everything out the door at the last minute.  Once the money is "obligated" it doesn't matter if the work is done in FY 09 as long as the FY 08 monies got obligated prior to Sept. 30.  They may not actually do the work until next spring depending upon how the contracted is worded and timeframes alloted.  If you think it sounds crazy from your end, try working inside the system!   ::)
