NOTICE of meeting for CSD budget approval Dec 5, 2017

Notice is hereby given that the General Manager of the Wrightwood Community Services District ("District" has prepared a proposed final budget for fiscal year 2017-2018 which is available for inspection at the District offices located at 1275 State Highway 2, Wrightwood, California, during the district's regular business hours of 9:00 a.m. to 1:00 p.m. on Mondays, Wednesdays, and Fridays.

On December 5, 2017, at 7:00 p.m., the District's Board of Directors will hold a public hearing to consider adoption of the final budget for fiscal year 2017-2018. The hearing will be conducted during a regular meeting of the District's Board of Directors held at the Wrightwood Community Building located at 1275 State Highway 2, Wrightwood, California. Any person may appear at the meeting and be heard regarding any item in the budget or regarding the addition of other items. The hearing on the budget may be continued from time to time.

For more information, you may contact Al Morrissette, the District's General Manager, by telephone at (760) 249-3205 during the District's regular business hours or by e-mail at al@wrightwoodcsd.org.

If a proposed budget (or any other public business) is being made available for public viewing, why not simply post it online? Does anyone know the rationale for limiting view to certain daytime business hours?

Mostly it is worded that way to satisfy the law.
However, it is handed out via email with the agenda and background material if you are on the email list. I can add you to the list if you want.. send your email address to gm@wrightwoodcsd.org.

CSD election costs

A front page, above the fold, article in the Daily Press on January 12, 2018 pertaining to San Bernardino County election costs caught my eye and brings a question to mind pertaining to the CSD election costs which LAFCO/SB County states must be paid with current WCSD funds--if my memory serves me correctly, I believe the amount was $44,000+!  Although several attendees still maintain we were told that if the election was successful the sponsor of the CSD was responsible for payment!  Be that as it may, that is not the purpose of this email.

My reason for writing is some information included in the article "Election Still Has Legs" which suggests the amount being charged the WCSD may be in error or inflated.  A statement was made that a special election to replace an "ousted" Adelanto councilman would cost the city about $5,000--much less than the CSD is being charge for an obvious smaller constituency.  Further, a cost of $5,442 was mentioned if there was a contest in the June primary--still lower than the WCSD amount.

A spokesperson for the SB County elections office stated "the estimate is based on historical cost of comparable elections and might be ultimately HIGHER or LOWER [emphasis mine!]."  Then came push back with a much higher estimate of $70,000!  However, there might have been some political motivation in this estimate as it was promoted by some who--IMHO--wanted the council to appoint the replacement in lieu of allowing the voters to choose!

If the cost of an elections is an estimate based on the historical cost of comparable elections then the WCSD should be provided with the CSD election cost for the Daggett, Newberry, Yermo and Helendale CSDs.  This data could be used to calculate the average cost per vote using the total number of voter and the final cost billed to the respective CSD.
