EVENT NAME:        Sheep Fire

DATE/TIME OF REPORT:    10/06/09   0730 Hours

DATE/TIME OF EVENT:   10/03/09   1414 Hours

CURRENT SITUATION:
•   The San Bernardino County Operational Area EOC remained active through the night in the event support was needed by the incident.
•   The fire acreage remains at 7,824 acres burned and is 30 percent contained
•   Total personnel on the fire: 1,715
•   No new information resulted through the night.
•   The EOC will remain activated today at a Level II until conditions change with the incident,
•   EOC priorities for today will be planning for the re-entry and monitoring the lifting of the evacuation order.

RE-ENTRY
•   The community of Wrightwood’s mandatory evacuation order is still in place this morning. State Route 138 from Interstate 15 to the Los Angeles county line was re-opened last night with no restrictions.

SHELTER INFORMATION
•   Both the shelters (San Bernardino County Fairgrounds in Victorville and Eisenhower High School in Rialto) remain open at this time. There were 25 evacuees overnight at the Victorville shelter. Currently there are seven (7) evacuees at the Eisenhower shelter in Rialto.

EVENT/INCIDENT NAME:      Sheep Fire

CURRENT STATUS:
•   The fire acreage is 7,128 acres and is 32 percent contained as per updated information from the Incident. 
•   Total personnel on the fire: 1,715
•   Unified Command remains with U.S. Forest Service, San Bernardino County Fire Department and San Bernardino County Sheriff’s Office. 

Evacuations: 
•   The community of Wrightwood remains under mandatory evacuation.  The incident command will
re-evaluate the mandatory evacuation order this morning.
•   The San Bernardino County EOC has completed an assessment to ensure that the re-entry process is executed in a safe and orderly manner.
Red Cross (Human) Shelters:
•   Both the shelters (San Bernardino County Fairgrounds in Victorville and Eisenhower High School in Rialto) remain open at this time. The Victorville shelter had 8 evacuees overnight, and the Eisenhower High School shelter had 7 evacuees overnight. 
Animal Shelters:
•   Total animals at the San Bernardino County Fairgrounds in Victorville: 43
•   Total number of animals at the Devore Animal Shelter: 57
Road Closures:
•   Lone Pine Canyon Road is closed at SR138
•   SR 2 from SR 138 to La Canada Flintridge
•   Swarthout Canyon Road closed at Cajon Blvd.
•   Lytle Creek Road is open to residents only with identification. 
Damage:
•   The Damage Assessment process is complete for the damages to date. 
School Closures:
•   Snowline Joint Unified School District (Wrightwood/Phelan) will be closed today, Tuesday, October 6.

•   Lytle Creek area remains open only to residents with identification.

San Bernardino County Animal Control is in the process of closing down operations at the Victorville Fairgrounds.  Any evacuated animals that have not been picked up by 1500 hours will be transferred to the

With the Station Fire still not fully contained and the Sheep Fire at less than 50% containment it was time to look at the two fire perimeters in relationship to Wrightwood.

EVENT/INCIDENT NAME:      Sheep Fire

CURRENT STATUS:
•   The fire acreage is 7,128 acres and is greater than 75 percent contained. 
•   Total personnel on the fire: 1,890
•   The San Bernardino County Fire Department Gel Task Force is in place to provide standby structure protection, if needed. 
•   Nuisance smoke will be visible for several more days. 
•   San Bernardino County Sheriff’s Department will remain active in the community for security purposes. 
•   Unified Command remains in place with U.S. Forest Service, San Bernardino County Fire Department and San Bernardino County Sheriff’s Department. 
•   Plans to discontinue the Unified Command structure is tentatively scheduled for Wednesday morning, October 7. 
•   The Incident Management Team is planning for area rehabilitation.  The official U.S. Forest Service Burn Area Emergency Response (BAER) Team is scheduled to arrive on Friday, October 9. 
Road Closures: 
•   Lone Pine Canyon Road is closed at SR138
•   Swarthout Canyon Road is closed at Cajon Blvd.
•   Lytle Creek Road is open to residents only with identification. 
Evacuations: 
•   At noon today, the evacuation order was lifted for all residents in the community of Wrightwood with no restrictions. 
•   The Lytle Creek area remains open only to residents with identification. 
•   The areas of Swarthout Canyon and Lone Pine Canyon will remain closed for several days, until further notice. 
School Openings:
•   Snowline Joint Unified School District (Wrightwood/Phelan) will be open on Wednesday, October 7. 
Red Cross (Human) Shelters:   
•   All evacuees have left the shelters, and both shelters (San Bernardino County Fairgrounds in Victorville and Eisenhower High School in Rialto) closed their doors earlier today. 
•   Anyone needing assistance from the Red Cross may call:

o   Red Cross/Inland Chapter (San Bernardino):  (909) 888-1481
•   Throughout the 3-day evacuation: 
o   The High Desert Chapter registered a total of 146 evacuees, sheltered 79 people overnight, served 625 meals and distributed 146 comfort kits.   
o   The Inland Chapter registered a total of 18 evacuees, sheltered 25 people overnight, served 127 meals and distributed 16 comfort kits. 

Animal Shelters: 
•   Animals at both shelters (San Bernardino County Fairgrounds in Victorville and Devore Animal Shelter) are being reunited with their owners.  Evacuated animals at the Victorville shelter that had not been claimed by their owner by 3:00 p.m. were transferred to the Devore Animal Shelter. 
•   Throughout the evacuation, a total of 43 animals were sheltered at the San Bernardino County Fairgrounds in Victorville and a total of 57 animals were sheltered at the Devore Animal Shelter. 

ACTIVATIONS:   
•   San Bernardino County Sheriff Department Operations Center de-activated at 1200 hours today. 
•   San Bernardino County Operational Area EOC downgraded its activation to Level I at 1500 hours today.  The EOC will be on Level I Duty Officer status from 1930 hours to 0730 hours Wednesday morning.

Terrain/vegetation/difficulties:  Six foot chaparral, timber and brush. 

Current situation: Firefighters continued line construction operations today and made good progress. Throughout the day, interior, unburned vegetation was consumed and produced some smoke columns but no fire spread was noted to the perimeter of the fire.  Aircraft made multiple water drops and transported firefighters to the fire’s edge throughout the day to complete containment lines.  Temperatures remained cool and the wind was mild during the day.  Mop-up of the fire will occur this evening to secure and hold the fireline.  Full containment of the fire has been moved back to Saturday, October 10, due to accessing difficult terrain on the southwest edge of the fire.

Evacuations, Closures and Road Status: Highway 2 has been reopened and the evacuation order for the community of Wrightwood has been lifted.  Both evacuation centers in Victorville and Rialto have been closed as residents have returned home.  Lone Pine Road will remain closed until further notice. Lytle Creek Road remains closed to the public but open to residents.  The Pacific Crest Trail (PCT) is also closed from Interstate 15 to the 14 freeway.  Thru hikers on the PCT may use state highway 138 as an alternate route.

As of this evening the fire operations are no longer in unified command.

Terrain/vegetation/difficulties:  Six foot chaparral, timber and brush. 
Current situation: Today firefighters are going to be focusing on constructing the remaining piece of fireline as well as securing and mopping-up the existing containment line.  Fire suppression repair and rehabilitation will also begin during this shift.  Smoke will still be present in fire area and is a result of interior islands of vegetation that continue to burn.  Weather in the fire area will be in the 60-70’s with mild winds and low humidity.  Demobilization of excess personnel and equipment has begun and will increase over the next few days.
Evacuations, Closures and Road Status:  Highway 2 and highway 138 are open, however the public should use caution due to the presence of fire equipment traveling on the roads.  Both evacuation centers in Victorville and Rialto have been closed as residents have returned home.  Lone Pine Road will remain closed until further notice.  Lytle Creek Road remains closed to the public but residents are allowed to enter.  The Pacific Crest Trail (PCT) is also closed from Interstate 15 to the 14 freeway.  Hikers on the PCT may use state highway 138 as an alternate route.

Unified command of the fire has been terminated and the lead agency is the USFS.

Lytle Creek Rd is now open up to the end of the pavement. Sheep Canyon Rd & Applewhite Truck Trail remain closed.

EVENT/INCIDENT NAME:                       Sheep Fire

ALERT!

Lytle Creek Road re-opened at 10:00 a.m. today with no restrictions.

CURRENT STATUS:

    * The fire acreage is 7,128 acres and is greater than 75 percent contained.
    * Total personnel currently on the incident: 1,792
    * The San Bernardino County Fire Department Gel Task Force remained in place overnight to provide standby structure protection, as needed.
    * Nuisance smoke will be visible for several more days.
    * Firefighters will be focusing on reinforcing the containment line and mop-up.  Fire suppression repair and rehabilitation is being conducted.
    * Demobilization of personnel and equipment has begun for release to their home units.
    * San Bernardino County Sheriff’s Department will remain active in the affected communities for security purposes.
    * Unified Command structure has been discontinued. US Forest Service retains command of the incident. All cooperating agencies stand ready to immediately re-engage if the need arises.
    * The official U.S. Forest Service Burn Area Emergency Response (BAER) Team is scheduled to arrive on Friday, October 9. 

Damages:

    * One residence was lost in Lone Pine Canyon at the Nielson Ranch, also called the Indian Springs Ranch. Two outbuildings were also lost that initially appeared to be residences but on further examination were actually a mess hall and a bunkhouse. Other vehicles, equipment, campers, a motor home and tractor were also lost. It is important to note that at the same location, because of the application of gel and aggressive fire fighting, firefighters saved a cabin built in 1890.
    * In Swarthout Canyon, a residence was lost but adjacent to it a mobile home was saved. At this location other vehicles, motor home and trailers were also lost.

Road Closures:

    * Lone Pine Canyon Road will remain closed until further notice.
    * Swarthout Canyon Road remains closed.
    * Lytle Creek Road has reopened with no restrictions

Evacuations:

    * The evacuation order was lifted for all residents in the communities of Wrightwood and Lytle Creek with no restrictions. 

Red Cross Shelters are CLOSED.  Anyone needing assistance from the Red Cross may call:

Animal Shelters:

·         Evacuated animals at the Victorville shelter that had not been claimed by their owner have been transferred to the Devore Animal Shelter.  Inquiries may be directed to the San Bernardino County Animal Control at: 1-800-472-5609

ACTIVATIONS:   

    * San Bernardino County Operational Area EOC reactivated to Level I at 0730 today.
    * Southern Region Emergency Operations Center reactivated at 0730 today.

ADDITIONAL INFORMATION:

The EOC distributes Situation Summaries to start the day and end the day (incident dependent).  Situation Summaries are primarily based on information that is obtained from the Incident Command Post briefings held on or about 6:00 a.m. and 6:00 p.m. (This can vary from Incident to Incident).  The Situation Summaries should provide a comprehensive overview of the incident including acreage, containment, incident command partners, evacuation area(s), activations, shelters, road closures, school conditions, etc.

Flash Reports are used throughout the day and intended to provide brief updates and additional news released from the incident.

Sheep Fire Area and Road Closures on the Front Country Ranger District

SAN BERNARDINO, Calif., October 7, 2009 — Due to fire activity, and to protect public health and safety, effective immediately, Forest officials are implementing fire area and forest access road closures in the Sheep Fire area on the Front Country Ranger District.

Forest visitors are not permitted to travel into, or be in the Sheep Fire Closure Area. The boundary of the Sheep Fire Closure Area begins at the south end of Sheep Canyon, then continues northwest to Mormon Rocks, then continues west to Circle Mountain, then continues south to Gobblers Knob, then continues east back to the starting point, as shown on the attached map.

Stockton Flats Road 3N06, from the unpaved portion at the Lytle Creek Shooting Area, then west to its termination and Pioneer Road 3N35 are also closed to public use and entry.

The Pacific Crest Trail is close from Interstate 15 to State Highway 14, and through hikers can use State Highway 138 as an alternate route.
