It will be interesting to get the entire story.
Why and where the cat was shot & wounded.
What, when, and where Fish & Game and the Sheriff's Department became involved.
Etc.
It sounds like this cat was dangerously comfortable in the local community. That is unfortunate, but it happens.
I believe that the departments involved were considering the safety of the community, as well as not allowing a wounded animal to slowly suffer and die.
It would be nice if a taxidermist could preserve the cat for either the local museum or the Grassy Hollow Visitor's Center.
