New Gas Range - Need High Altitude Kit?

We just got a new Kenmore Gas Range.  The oven wasn't working right, so I checked the flame according to the instructions.  The flame was yellow instead of blue, so the instructions said to open the air shutter to get more air to the flame.  But now I've got it open to the max and the flame is still yellow.  So do most ranges up here need a high altitude kit to work properly?

Yes high altitude kits are needed

Thanks, I figured that was the case, but just wanted to check before I spent more time on that "project".
